UTTAR PRADESH HC PERMITS HOSPITALS ON OPENING OF OPDs FOR NON COVID PATIENTS; UP GOVT DILUTES RESTRICTIONS.
The imposition of restriction is further development of Government notification dated March 31,2020 restricting opening of OPD (outpatient department) against which a PIL was filed by All India People Front through Advocate Pranjal Shukla . PIL stated that the notification issued by Govt is depriving non-COVID patient from getting a proper treatment, PIL therefore mentioned a case about tragic death of 30 year old pregnant woman in Noida .The victim was denied treatment from 8 hospitals due to non availability of bed for non COVID patient.
After hearing the plea on Monday, a division bench of Justice Pankaj Mittal and Justice Yashwant Verma had asked how can OPD of private hospitals be closed? Court also observed the fact that people are not getting proper treatment because OPD is closed which is first contact point between hospital staff and patient, court directed AAG to take care of this matter and seek instructions.
As per new notification of Up government all types of OPD will be reopened but this will obviously lead to crowding at hospitals and therefore has issued guidelines to prevent spread of corona virus and asked to maintain social distancing.
